In 13818 spec, there is no specific Channel Configuration for DualMono AAC, but in most of the case, people use Ch Config=0 to specific the stream is DualMono.
However, most of the well known player cannot play a TS with DualMono AAC Ch Config=0, except one, KMplayer.

3. Go to "Audio" -> "Preferences" -> "Audio processing"
